Chris RDA is intended to be neutral as to which vocabularies to use for this kind of thing, as well as where format is concerned. These matters are left to the cataloguing communitites that use the standard. PCC moved fairly quickly to suggest the use of controlled vocabularies for occupations, etc., as best practice, and most NACO participants use LCSH for this. In my view it's time for PCC to consider requiring controlled vocabulary at the element level, in order for proper collocation to occur, and, at least as importantly, to facilitate linked data. For the second reason, I also think it should be a requirement to establish in LC/NAF a name used in 373. It's slightly outdated to require a name used as a qualifer to be established, but not a name used as element level metadata. It would also be welcome if PSD could reconsider accepting proposals for new LCSH needed in 372 and 374.
