It was a direct quote, including capitalisation.

BCP47 says:

"At all times, language tags and their subtags, including private use 
and extensions, are to be treated as case insensitive: there exist 
conventions for the capitalization of some of the subtags, but these 
MUST NOT be taken to carry meaning."

Which has the curious side effect of prohibiting us from distinguishing 
between http://id.loc.gov/vocabulary/iso639-1/mi and 
http://id.loc.gov/vocabulary/iso639-1/MI as http://id.loc.gov/ currently 
does.
