URIs  and IRIs can be represented as values of type xsd:anyURI.   For example 

:fred :hasHomePage "http://www.ibiblio.org/fred2.0/"^^xsd:anyURI . 

Note that the value is quoted, and is not resolved relative to any prefix or base.
