A more clearly intentional case where bf:uri has a real resource as object is in:

Which includes:
bf:hasInstance [ a bf:Electronic, bf:Instance ;
bf:instanceOf <http://id.loc.gov//resources/bibs/17380628> ;
bf:label "Electronic Resource" ;
bf:uri <http://www.scirp.org/journal/ojrm> ]

So I think it's a little more pervasive a mistake than it might initially appear. That was a resource chosen entirely at random (actually I just googled "bibid library of congress" and clicked the first link to get a bibid for the comparison tool and that's what came up)

I think this is a mistake. So, actually, thanks for bringing that to our attention.

Okay, that was one of the pieces of evidence that I was basing my opinion on, so please bear that in mind!
