A quick scan of both pdfs reveals that the former is current as of April 2014. The latter includes July 2014 updates. I have not checked against Catalogers Desktop.

Both are available via Cataloger's Desktop version.  However, some people might access these Internet versions.  It is not unknown for documents retrieved via the Internet to have been superseded.
