A quick scan of both pdfs reveals that the former is current as of April 2014. The latter includes July 2014 updates. I have not checked against Catalogers Desktop.

(The PDF version appears to have the most recent revisions highlighted in red, with the date of revision at the foot of each page.)
2) LC GUIDELINES SUPPLEMENT TO THE MARC 21 FORMAT FOR AUTHORITY DATA. 2002 Edition with subsequent updates
Both are available via Cataloger's Desktop version. However, some people might access these Internet versions. It is not unknown for documents retrieved via the Internet to have been superseded.
