Based on previous discussion over when a colon is to be considered ISBD punctuation and when it is not, how about AAP exactly as below:
Integration through law: the role of law and the rule of law in ASEAN integration
BTW, I think “Integration through law: : the role of law and the rule of law in ASEAN integration” is redundant. If a colon in the title on the piece really is separating title proper and other title information, then I believe there’s no need display it twice in the catalog record.

The only way to use a "subtitle" in an AAP for a series is to record it as part of the title proper (thus it would no longer be a subtitle), or as a qualifier (if you treat the subtitle also as "other distinguishing characteristic of the work"). So, as an AAP you could have one of the following:
Integration through law, the role of law and the rule of law in ASEAN integration
Integration through law (the role of law and the rule of law in ASEAN integration)
Integration through law : the role of law and the rule of law in ASEAN integration
