One of my hopes for linked data is that it will take much of the sting out there having to be a single correct or preferred heading with qualifications added to the names themselves to distinguish between identities, although I also thought the move would come sooner with RDA using identifiers that aren’t name strings.

I think this is why BIBFRAME is generally thought of as an "exchange format" rather than as "linked data". The former assumes an idealistic consistency that the latter does not.
