Brief background. In terms of Anglo-American cataloging rules, the split was made in the late 90s.  This was made to differentiate files available in carriers someone can hold in their hand from those files that are accessible remotely over a computer network.  RDA's carrier types continue the distinction, using "online resource" to cover any remotely-accessible material.

I disagree, in that the internet, or a network in general, is more than the Web.
