Yes, you may use them in bib and authority records for works and expressions.  Once the second batch of LCDGT terms is approved later this month and LC allow SACO proposals for new terms, we will implement the fields consistently for all new cataloging.  We've been adding them to records already on a trial basis to get experience with them and to see how they might work in our ILS.  I can send a list of OCLC records that have them if anyone is interested.
