I agree that it needs to be used with item, since it generally pertains to a particular copy-- although for unique materials the Instance and Item may be the same thing.

bf:custodialHistory is used with Work or Instance.  However, in RDA custodial history (2.18) is a property of Item.  Now that the BIBFRAME model has Item as a class, the use of bf:custodialHistory should be expanded to include Item.
