If you are talking about the current situation, I agree that it is not optimal. I agree with Robert and other that the proper solution would be for everyone (including LC) to use a separate record for the original language expression. Then the understanding would be that to find an expression in a particular language, you would _always_ have to find the specific language (if more than one language is listed in the catalog). Looking up the base title would give you a list of expressions in various languages, and you would pick one. (Actually, in current catalogs, it would probably list manifestations, not expressions, except for those few FRBR displays out there.)
If you mean in the eventual situation, a proper FRBR display of RDA records would lead people to selecting the desired language, without requiring any specific authorized form of name.
