That's correct. The documentation of 046 in the Descriptive Cataloging Manual, Secton Z1 and in the LC Guidelines to the MARC21 Authority Format both currently say not to use subfields $q and $r.

Just a quick question to confirm -- even though the 046 subfields $q and $r for establishment/termination date of corporate bodies have been added to the MARC documentation, they still need to be approved for use in NACO records, right?
