The LCRI to AACR2 22.2A had this:

Nicknames
If a person's name shows a nickname in quotation marks or within parentheses as part of other forename(s), omit the nickname in formulating the heading.
name:  Martin (Bud) Schulman
heading:  Schulman, Martin

While I can't find that specifically addressed in RDA, an example under 9.19.2 seems to show a similar approach for a nickname:

Wayne, John, 1907-1979
x Wayne, Duke, 1907-1979

I can't find any guidance for dealing with a name that appears in source as, in this instance,  XJ 'George' Bailey.  Perhaps Bailey, XJ with a 400 for Bailey, George?
