If it is one work, meaning you have a single NAF for the "code of 1981", that will show up in your 240, and each year's edition is an expression, distinguished by the 245 (perhaps) and the 264.  Since there appear to have been earlier codes, the NAF will include a date even if not part of the name, since you need to make it distinct from earlier codes.  The "legislative history" is usually given at the very beginning of such codes, and you may want to ask someone more comfortable with dealing with legal materials.

And how are other libraries handling this 2016 change of "Laws, etc."?

"Laws, etc." was used under earlier iterations of RDA, but it was dropped from RDA with the April 2016 update.

This authority record is based on the Code of Iowa, 1981, and the first 670 includes, "shall be known and cited as 'The Code ...' giving year of edition of such Code or supplement thereto".  This means you are required to include the year when citing the code.  I think the preferred title should have been established as "Code of Iowa, 1981".

Caveat:  I am not a law cataloger.  I am just going by examination of the records and the RDA toolkit.

The NARs still under Laws, etc. (Compiled statuses) are all coded as AACR2 records.  The use of "Laws, etc." is an AACR2 practice which appears to have been discontinued with RDA.  6.19.2.5.1 indicates that we should prefer the official short title or citation title of the compilation, if available, which is probably why "Code of Iowa" was chosen for the new NAR.  The NARs coded as AACR2 should be edited and brought up to RDA standard, with the title based on the new RDA-compliant form represented by n  82097757.

I wish we had a law cataloger that could advise on this.  The bibs for works published after 1981 all have the 245... Code of Iowa, [date]. I'm wondering whether it makes sense to simply remove the 240's for those.
