I'm not sure that's it, as changing the recording mode to mono using the standard dropdown:

results in a single channel being recorded (from the left), rather than two independent channels
being recorded, both having the same content (that of the left channel). Which if I'm not mistaken
is the phenomenon Chris is describing. 

It helps that you mentioned you are using Windows 10. I never had to manually change the settings
there to stereo, and they should rightly be irrelevant to any app that uses exclusive mode anyway.
The instructions here (which are cribbed from

also presuppose that the user, in fact, wants to record or monitor at 16/44. 

In any case, as I suspected, this appears to be a driver issue, *not* an issue with Audacity (which
I've actually come across
myself, with a Behringer Uphoria UM2, a very similar interface to your UCA202). My guess is you did
not install any drivers at all, instead just using the generic USB Audio Class drivers. But
apparently this doesn't work too well with some of Behringer's older equipment. They've cheaped out
and decided to push users to use ASIO4All, which is, IMHO, an inelegant solution, and don't even
host their own legacy, proprietary drivers on their site anymore.

IIRC this installed on Windows 7 without a hitch. On Windows 10, when I tried it, the installer
initially failed after a timeout error, so I ended up trying to manually install the drivers. But
manual installation doesn't seem to quite complete driver setup properly. The issue ended up being
that I forgot to run the installer in Administrator mode - make sure you do that, by right-clicking
the Setup.exe in the zip and clicking 'Run as administrator'. At that point, the device was
installer perfectly, and identifies itself as 'BEHRINGER USB WDM AUDIO 2.8.40'. It should be
properly identified as a Line-In, rather than a Mic-in, and each channel should be sent along to Audacity. I just tried
it myself on my Windows 10 machine, and it worked fine - though for some reason it wouldn't work at all unless it's set to 16/48 in Windows, as in the instructions you posted previously. You can then manually record in 44.1 in Audacity if you really want to, without any resampling, by setting the project rate (normally, at the the bottom of the app, at the far left) to 44100, as long as you change the audio engine to Windows WASAPI from MME - which you should do anyway, in order for Audacity to take exclusive control of your capture device. (That's the first dropdown in the screenshot I posted all the way at the top of this post.)
