I have probably used the construction under discussion for government hearings concerning construction of bridges. This would not be well described by Highway law.

There are examples of established headings with $x Design and construction $x Law and legislation, so if there is literary warrant a proposal could be submitted.

Automobiles--Design and construction--Law and legislation

Harbors--Design and construction--Finance--Law and legislation

Public buildings--Design and construction--Law and legislation

You are right. The heading “Bridges $x Design and construction” does not seem to fall into these categories.

Could it fall tangently under the “… types of industries”? If we look under the “Building laws,” we see similar narrower terms: e.g., “Theaters $x Law and legislation,” except “Theaters $x Design and construction” is subsumed by “Theater architecture.”   

SHM H 1075.1 seems to encourage us to establish such a heading, if the pattern is found (“Code the subdivision $x. Establish new uses of this subdivision editorially, and provide the appropriate reference structure”). Maybe that’s how and why “Bridges $x Design and construction $x Law and legislation” (sh 85016842) was established?

Bridges $x Design and construction $x Law and legislation is not explicitly authorized, so $x Law and legislation would only be permissible if there was an applicable pattern heading.  The applicable categories are individual animals and groups of animals, individual chemicals and groups of chemicals, individual diseases and types of diseases, types of educational institutions, types of industries, individual materials and types of materials, individual plants and groups of plants, individual land vehicles and types of land vehicles, and individual wars.  I don’t think any of them are applicable here.

A question on a combined use of “$x Design and construction” and “Law and legislation.”

I have seen patterns like this:

We know that “Law and legislation” can be subdivided geographically; but “Design and construction” cannot (at least questionable, since in the authority record, what we see is[log in to unmask]">). OCLC Quality Control seems to be in full control of that--no immediate geo. subd. after “Bridges—Design and construction.”

However, once there is an intermediate topical subdivision, things get a bit more complicated (as shown in the above two examples). The two headings appear to be syntactically sound. But the “FAST Convert” program detects an error. Why? Is it because the following heading should be used?

650 #0 Bridges $x Law and legislation $z Kentucky. (convertible in FAST)

Is that it? What’s going on?

BTW, just out of curiosity, I have also tried both “Bridges $x Design and construction $z Kentucky” and “Bridges $z Kentucky $x Design and construction.” “FAST Converter” accepts both as “correct” and is able to convert.
