I think the idea is that instead of creating a Works. Selections (Something) heading, the preferred title for authors’ books of poetry or short stories will just be the manifestation title.
The situation you describe is a little murkier; it looks like this is an actual selection of someone’s previous work put together by an editor. In that case it might be appropriate to use the Poems. Selections
(Something) construction.

Even though this is a pilot project for 6 months, I would like to see a NAR that will correspond to the policy of the project.
For what it is worth, I am thinking the these will be something like (in a bib record for now)
100 1 Last name, first name, $e author
240 10 Poems. $k Selections (Manos a la obra)
245 10 Manos a la obra : $b selección de poemas (1972-2002) / $c First name Last name ; edición de Juan Rodríguez.
Is this what the policy will be doing? or the 240 will be Poems. Selections (Rodríguez)?

How do you proposed to determine if a compilation has a “commonly identified title”?
In the first place, I would assume this could only apply to selections, not complete collections. We’ll have a real problem if a manifestation title is taken as the “commonly identified title” for a compilation that purports to be complete and later another “complete” compilation is published with a different title.
Additionally, it seems to me that titles like “Selected poems of X” “Some of the poetry of Y” “A collection of the poems of Z” aren’t very good candidates for saying that a particular collection has a “commonly identified title”. I hope very generic types of titles will still be candidates for use of the conventional collective title.
Anyway, I don’t see any criteria in the documentation you sent for how LC catalogers will determine what the commonly identified title is or even if the compilation has a “commonly identified title” at all, simply that you’re now going to use it.

All,
The Library of Congress, Literature Section in US Programs, Law, and Literature Division will be running a pilot starting tomorrow. LC has been working on putting this pilot in place for the past couple of months. See the attachment for more details.
Effective October 1, 2019 the literature section will follow RDA 6.2.2.10 by using the commonly identified titles for compilations of poetry by one agent. This will be a pilot project to last six months.
