I agree that breakouts would be good. They're pretty easy to create in Zoom. It's easier if you put some advance thought about who goes into which room, but you can assign on the spot (i.e. during the meeting), but it involves a few steps during which everyone would be waiting rather than "sitting in" their rooms.
