So, here is a suggestion, since it seems that "Discover Great Places through Reading" is official going forward. 

I have our GA design it with "Discover Great Places..."as the program title/Logo main, but use "Great Reads..." as a tagline? That way both will be represented in 2020 and we can phase out "Great Reads..." in the future if deemed necessary?

Are you saying we can't use this new name?  We have already started branding our work using that phrase and so if we have to stop the presses we should know.

The truth is, though, you could probably use "Discover Great Places Through Reading" as a terrific tagline line for the new naming of ROAD MAP TO READING and so maybe we could have it both ways?
