Hi Jesse:

As I understand the situation, the switch from diocese to archdiocese does
require the creation of an additional authority.  While it is a shift in
jurisdiction (like those illustrated for geographic names in PS 11.13.1.6),
I believe that a simple one-and-done case may be made using PS 11.2.2.5 for
identifying minor changes in name.  If that doesn't convince, then a case
of common practice can be made; there are dozens of examples of this sort
of shift in OCLC authority file.

This is the sort of situation that should ideally be directed to the local
NACO coordinator because changes have to be made, and according to the new
NACO participant's Manual, pp.94-95 that places the ball squarely in the
discovering cataloger's court. I'm not sure of how you all have things
organized in LAW, but if you folks have one person designated as the LC
point of contact, then you'll want that person to at least be in the loop.

My two cents as for what should happen:
0) Ecclesiastical entities are type 1 in the ambiguous entities list, so
the green light to make changes as a part of NACO is lit.
1) Revert the original record with the obligatory 5xx field. You might
consider including a note to record the situation you found and how you
resolved it.
2) Create a new authority for the archdiocese with the obligatory 5xx field.
3) Check for the need for BFM: pp.100-103 of the new NACO manual will get
you started. Your NACO liaison can help here too.
