I would use <identifier>  According to https://nam11.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.loc.gov%2Fstandards%2Fmods%2Fv3%2Fmods-userguide-elements.html%23identifier&amp;data=01%7C01%7Cdpucci%40bpl.org%7C740ef57af3344040544608d85b877a63%7Cfa735c71d7954c01b0ae09fa7415b2b1%7C0&amp;sdata=iH1%2BERFwJspzMEnhsjjfRXGVZ310jAiIZyB5D2cFdaw%3D&amp;reserved=0   it's intended for "a unique standard number or code that distinctively identifies a resource" If you're already using it for your local ID that's OK - it also says the element "should be repeated for each applicable identifier recorded"

And if you need to disambiguate them (with something other than element order, -- as in local ID first, ARK ID second), you can use @type as in type="local" and/or type="ARK".
