Hello Matthew and John,

Reading the Belgian update it sounds a bit inconclusive. Cataloging practice in The Netherlands is to put the prefix first in Flemish names, which then begins with a capital letter. In surnames of persons born in The Netherlands the prefix is put at the end and gets a lower case letter.

So I would say De Kesel, Marc Is the correct preferred name for Flemish persons. Had he be born in The Netherlands the preferred entry would have been: Kesel, Marc de

Confusing, isn’t it? Perhaps another Belgian update is needed .

It’s a good question, but I notice that the change was made by a Dutch library.  They added a couple of 670s with links to websites that seem to use “De Kesel” as a surname. 

The IFLA Names of Persons document (https://www.ifla.org/node/4953) seems to indicate in the sections on Belgium and the Netherlands that prefixes are considered part of the surname. (4th ed., 1996, scanned version)

The update from Belgium (1995) listed on that page has some interesting notes on page 3.

It’s my impression that the appendix in RDA is not always in sync with usage in various countries.

I am hoping that someone can help me to understand why this authority was changed from "Kesel, Marc De" to "De Kesel, Marc"

This person was born in Ghent, Belgium, a Flemish-speaking city. The publications listed in the 670s appear to be in Dutch. In this case, should we not employ RDA F.11.3 ?
