I am hoping that someone can help me to understand why this authority was changed from "Kesel, Marc De" to "De Kesel, Marc"

This person was born in Ghent, Belgium, a Flemish-speaking city. The publications listed in the 670s appear to be in Dutch. In this case, should we not employ RDA F.11.3 ?
