Throughout its 90-year history, the NLS network has operated on a cooperative “handshake” basis. However, with increased focus on security, privacy, and data usage, the Library of Congress proposes to implement a written agreement with its NLS network affiliates. The proposed agreement would not change the relationship between NLS and the network libraries but will help clarify some of these high-level issues.


This process is in its initial stages and is not expected to be complete until the fall. NLS will be discussing the project with network libraries and their administering agencies in the coming months, beginning with an initial conversation with COSLA members.
