It's true that the introduction in DCM Z1 indicates it is not necessary to establish each element of an access point for a title or name-title. However, it also states that a preferred title should generally be justfied in 670. The 670s in these two authority records only include titles that were not chosen as the preferred title, and they do not justify the preferred titles.

I need to establish the English title because I am cataloging an English language version. I can't read the Arabic text, but I did look at the Spanish text before posting and it seems to be the same 1944 treaty as the English, amended many times. When I first looked at this, I thought it should be treated as a treaty and entered under title. However, I saw that LC had treated the Spanish and Arabic versions as a charter of a non-jurisdictional body, and thought I should defer to LC on this. I don't think it's

a case of a treaty being cataloged under earlier versions of RDA, because then it would have been entered under the first signatory.

I wouldn't feel right establishing a preferred title that conflicts with LC authorities, so maybe I need to contact someone at LC.

According to DCM Z1, Introduction, it is not necessary to establish each element of an access point for a title or name-title. However, the cataloger who established the latter record should have taken note of the other one.

That leaves the question of what is the correct form of AAP. Is this an international treaty, a charter of a non-jurisdictional body, or both? RDA 6.29.1.14 says AAPs for charters are constructed according to what type of document it is. It’s an agreement between countries, so treatment as a treaty (6.29.1.15) seems correct. Cf. Agreement Establishing the World Trade Organization ǂd (1994 April 15), Articles of Agreement of the International Bank for Reconstruction and Development ǂd (1945 December 27)

I am having difficulty trying to reconcile the following headings:

n 2013032823

International Monetary Fund. |t Articles of agreement of the International Monetary Fund (1944). |l Arabic

n 2018023441

International Monetary Fund. |t Articles of agreement. |l Spanish

These are both coded as RDA. The English title was chosen as the preferred title, but there is no authority record for the English version of the title and no indication of the source of the English title in either of the above records. These seem to be expressions of the same work. Does anyone have any insights on this?
