Position Location: Subject Specialization Section, Library Services Division, Congressional Research Service; James Madison Memorial Building Type of Appointment: Permanent Supervisory, non-bargaining unit position Number of Vacancies: One BRIEF DESCRIPTION OF DUTIES: The Product Distribution Center is the vehicle through which the Congressional Research Service (CRS) distributes all of its products. In addition to the distribution of all CRS products, the center staffs a customer service desk and has responsibility for inventory maintenance. Incumbent will direct the work of the Product Distribution Center through subordinate staff; resolve complaints concerning work performed; evaluate work performance of staff and make recommendations for staff recognition; motivate staff to work as a coordinated team; identify training needs of the staff and provide required training; promote the spirit and practice of the EEO/AA program and carry out personnel management responsibilities; participate in short and long range planning and policy decisions; recommend and develop systems and guidelines for implementing changes in administrative procedures and operations; use automated systems to generate statistical reports and to train appropriate staff; serve as the office manager maintaining administrative and personnel functions; maintain daily, weekly and monthly work assigned and completed; and draft confidential and other administrative correspondence. MINIMUM QUALIFICATIONS: Six months of specialized experience at the GS-8 level in the Federal service or at a comparable level of difficulty outside the Federal service which demonstrate a minimum level of proficiency in the following knowledge, skills, or abilities (KSAs): * Ability to supervise and manage a diverse staff. * Ability to communicate and interact with others.
