Sorry for the inevitable cross-posting. I'm looking for policies and
procedures for Federal libraries looking to dispose of weeded volumes. I'm
doing this for a handbook being created for Federal librarians. I am looking
for:

1. Library policy statements on discards and transfers (to other libraries).
2. Statutes & regs. mandating transfer to LC Gift & Exchange (G&E) rather
than sale of books. (I don't think there are any, because I haven't found any)
3. Methods on how to deal with the convoluted disposal of surplus property
statutes & regs., including donation, sale, or transfer to LC or state entities.
4. Statutes, regs. & internal policies & procedures governing sale of books,
documents, serials to used book dealers.
5. Book dealers interested in and used to dealing with the Fed. gov't.
6. Whether or not one must deal with GSA, and how to do so...
7. Anything else I haven't thought of...
What I've found thus far:

1. 36 CFR 701.33 (a)(4) (Transfer of surplus materials from Fed. gov't
agencies/libraries to LC G&E, what they want and don't want)
2. Letter from Robert Overmiller, LC G&E Acquisitions Specialist, dated May
1, 1998, indicating kinds of materials sought by LC G&E.
3. 40 U.S.C. 484-1 (Books may be transfered to DC Public Library (Anyone
know if this includes DC School of Law's Library, or UDC? Do they want used
books?))
4. 2 U.S.C. 149 (Librarian of Congress may transfer to other gov'tal
libraries in DC, including DC Public)
5. 40 U.S.C. 484 and 41 CFR 101-44.2 Disposal of Surplus Property
6. 41 CFR 101-44.207 Donation of Surplus Property
7. 41 CFR 101-45 Sale of Surplus Property
8. 40 U.S.C. 485 Proceeds from Transfer, Sale, etc. of Property (Proceeds go
to general Treasury fund, not to buy new books)
