AREA OF CONSIDERATION:  Open to All Sources.

STATUS APPLICANTS:  Current Federal employees serving under permanent
appointments in the competitive service, or former Federal employees with
reinstatement eligibility, may choose to be considered under both Merit
Promotion and Delegated Examining Unit procedures. Two separate
applications, clearly marked, must be submitted to be considered under both
categories.

DUTIES:  Supervises the operations of the Technical Services Office and its
staff of three librarians and three technicians who are engaged in
acquisitions, cataloging, federal depository library, integrated library
system, and library automation  functions.  Evaluates the quality of work
performed.

Develops policies, plans, guidelines and services for accomplishment of
technical services mission in the 3 libraries of the Executive Office of
the President (EOP) library system.  Formulates and justifies short-term
and long-term budgetary requirements for Technical Services.

Manages the U.S. Government Documents Depository Library collection.
Selects, orders and processes depository materials.  Maintains records of
Depository items received. Maintains a current collection development
policy.

Serves at the reference desk in any of the three EOP libraries on an
emergency basis.



MINIMUM QUALIFICATIONS REQUIREMENTS:  Candidates must meet the combination
of education and experience requirements as specified in the OPM Handbook
X-118. In addition to a Master's degree in Library Science, applicants must
have one year of managerial experience at a level of difficulty comparable
to the next lower grade level in the Federal service.


SELECTIVE FACTORS:

1.  Full professional knowledge of librarianship with expertise in
technical services operations.

2.  Broad knowledge of the theory, objectives, principles and techniques of
management, with extensive supervisory experience.


FACTORS TO BE CONSIDERED IN EVALUATING QUALIFIED CANDIDATES;

1.  Expert knowledge of advanced information technology and processes to
assist in planning and executing the division?s library automation
enhancements for the 21st Century.

2.  Mastery of the principles and practices of descriptive and subject
cataloging of library materials.

3.  Expert knowledge of library acquisitions process and sources.

4.  Expert knowledge of integrated library system operation with particular
application to technical services.

5.  Thorough knowledge of the management and operation of a U.S. Government
Document Depository Library Program.

SECURITY CLEARANCE:  A security clearance will be conducted.  Applicants
for employment must be 18 years old when appointed.

DRUG TESTING:  The applicant tentatively selected for this position may be
required to submit to urinalysis to screen for illegal drug use prior to
appointment.  After appointment, the employee will be included in the
agency's random drug testing program.
