Major Duties:  The incumbent serves as a senior-level information
scientist within the Information Management and Outreach Branch (IMOB)
of the Center for Biological Informatics (CBI), the primary
informatics unit of the U.S.  Geological Survey, Biological Resources
Division (USGS/BRD). Serves as expert advisor to BRD senior
management, including Associate Biologist for  Information, CBI
Director, and Science Center Librarians and Information    Managers
about information science research initiatives, digital library and
information services developments, and library and information
programs, standards and policies as they pertain to BRD's national
leadership in providing effective, electronic access to the nation's
biological data and information. Leads in the development and
continued coordination of BRD's major library network. Develops,
directs and manages the BRD's integrated World Wide Web-based Union
Catalog of holdings, directs its design, evolution, enhancement and
update as a state-of-the-art, distributed, standards based electronic
biological information storehouse, dissemination and retrieval tool.
Provides direction and policy to experienced BRD-wide Science Center

Librarians, Information Managers and Technologists for system
implementation and operation. Identifies significant trends and novel
advances in information science and technologies and recommends and
develops innovative approaches, methodologies, or implementation
actions that will benefit BRD and its broad user community and enhance
the effective delivery of credible, useful biological information
through the National Biological Information Infrastructure (NBII).
Represents USGS, BRD and the NBII in international, interagency,
Federal, State, local, and a multitude of non-government and academic
forums involved in development and adoption of information standards
and protocols dealing with making biological information accessible in
an efficient, reliable and meaningful manner. Initiates and develops
partnerships that enhance and expand BRD information and library
services. Leads and participates in the preparation, review and
assessment of planning and operational documents, development and
review of information management policies, and planning and
implementation of both traditional and electronic library and other
information management activities. Serves as the BRD expert for all
scientific and technical information relating to National Archives and
Records Administration (NARA) requirements and compliance issues
levied on the Division. Acquires and maintains state-of-the-art
knowledge of information science technologies and methodologies as
well as current library automation networks. Initiates, monitors, and
manages contracts and agreements to support or acquire information
science technology, or services from Federal, commercial, or other
sources to meet BRD needs.
